New owner of Rio, Dreamscape, says it plans a “top to bottom multi hundred million dollar renovation.” They add Rio “will return to its founding philosophy of a fun and energetic vibe."

There is discussion about a return to free entertainment to encourage visitors back to Las Vegas after the huge Coronavirus impact. Would be interesting to see more hotels going back to having themes etc, the newer hotels are so generic. Circa looks interesting as far as the pool deck etc is concerned but most seem to be building standard hotels.

Circa Resort and Casino is open! Well, at least the casino part is. Circa welcomed its first guests at 12:01 a.m. on Wednesday, October 28. The hotel tower is still under construction and is scheduled to open in late December this year.

Circa Resort Las Vegas is rapidly putting on the final touches before their semi-grand opening on October 28th. The first 5 floors will open in 10 days, with the hotel planning to open on December 28th, but could open sooner.

Construction continues to move along at Circa Resort Las Vegas. The 21+ hotel and casino plans on opening the gaming room, restaurants and pools next month, but the 44-storey, 777 room hotel won't open until the end of the year.

I agree, concept art is really just to give a feel rather than specification for what will be delivered.

Those to me look like giant frogs (note the extended legs/feet) and are to fit with the animal theming for the whole resort. I believe that space is just meant to feel like you're underwater and you would have to wait for the actual design to come out to see what it actually turned out to be.
