Construction of new facilities for the integrated entertainment resort zone "Primorye," including a world-class multifunctional golf resort, has begun in Muravyinaya Bay in Primorsky Krai.

New developments include the Oazis Spa and Wellness Resort, a spa complex with a restaurant and pool, and the Turtle Lake Beach Resort near Turtle Lake and Amba Beach. Capsule homes, integrated into the natural landscape, will be built here, offering a new form of outdoor recreation for resort guests. The project also includes improvements to the beach and surrounding area.

A separate development will be the world-class White Nights Golf & Country Club. The 130-hectare property will feature an 18-hole course, a clubhouse with a restaurant and banquet hall, indoor putting greens with year-round simulators, golf villas, and an eco-park with hiking and cycling trails. A 150-room hotel complex is also planned.

The first facilities are scheduled to open in 2027, with construction of the hotel complex expected to continue through the end of 2029, and the golf resort's full development is scheduled for completion in early 2030.

The second phase of the project to create a gambling and entertainment complex in Primorye is nearing completion. A 17-story hotel with mirrored facades has been built above the existing casino building.

"The completion of the second phase of the Shambala project takes Primorsky Krai to a new level. In the near future, the modern 17-story hotel complex will increase the region's room capacity by 280. The owner of Tigre de Cristal will build a golf club with villas and a swimming pool in Primorye.

Oriental Regent Limited will build a golf club in the Primorye gambling zone in Primorsky Krai. The investor has signed a corresponding agreement with the Primorsky Krai Development Corporation, according to the regional government's press service.

"According to a concept developed in Hong Kong, an 18-hole golf course, an indoor practice facility with a golf simulator, and a clubhouse will be built over an area of ​​over 800,000 square meters. Investment in the golf project will exceed 5 billion rubles," the Primorsky Krai government press service reported.

They added that the investor took on the development of promising areas in the Primorye resort area and their inclusion in the overall development concept of the Tigre de Cristal investment project.

A Chinese investment firm has signed a $194 million deal to build a casino complex in Russia’s Primorye Gambling Zone, located in Primorsky Krai.

The Russian news agency Interfax and the media outlet ASN Info reported that the investor will spend 16 billion rubles on the project. The complex will house a hotel, a casino, and other non-gambling facilities.

The investor was named in the reports as Jiangsu Xiuyuntong Investment. The firm is involved in venture capital-related operations and hails from Jiangsu, a coastal province in Eastern China.

The Russian and Chinese parties struck the agreement on the sidelines of the Eastern Economic Forum. The forum is an annual investment summit that focuses on the Russian Far East.

The parties stated that they will undertake the project in two phases. It will ultimately result in the construction of a 37,000-square-meter complex. The hotel will feature at least 150 guest rooms, they added.

The corporation did not reveal any details about the timeframe the parties were working toward.

The Shambala casino resort – one of two gaming properties currently operating in Russia’s Primorye Integrated Entertainment Zone (IEZ) in the Pacific Far East of the country – is seeing construction of Phase 2 of the venue, and it is projected that it will reach “full capacity” in 2028.

That is according to a Tuesday update from Primorsky Krai Development Corp, the body overseeing the IEZ, located near Russia’s Pacific port of Vladivostok.

The statement added that since 2018, more than RUB5.5 billion (US69.2 million currently) had been invested in Shambala, opened in October 2020.

According to Tuesday’s update, more than 100 construction workers are on site daily, and 17 floors of a hotel tower for the property have been constructed as part of Phase 2 (pictured). Indoor and outdoor drainage systems have been completed on the new phase, said the bulletin.

As per Tuesday’s statement, the development corporation said that the number of visitors to Shambala in the first half of 2025 had exceeded the figures for previous years by 20 percent. According to an April statement, the IEZ drew 763,180 visitors in 2024.
