The main structure of the first hotel in the R1029 Island Project, built by CSCEC, has recently topped out.

Located on a renowned artificial island in Dubai and adjacent to the iconic seven-star Burj Al Arab, the R1029 Island project covers roughly 440,000 square meters of floor area and is planned to comprise four five-star international hotels, premium apartments and a supporting commercial center.

The topping-out hotel is the first core building in the project to complete its main structure. Guided by this key milestone, the project team worked with sound organization and precise execution, maintaining strict control over both safety and quality throughout, to bring the structure to completion.

Work is now advancing in tandem across the remaining main structures, while mechanical and electrical installation is being pushed forward in full, creating favorable conditions for the orderly sequencing of interior and exterior works and parallel execution across multiple workfaces.

In an article from six months ago, they mentioned it.

MGM’s Dubai resort is under construction on a 25-acre man-made island near Jumeirah Beach and the Burj Al Arab, with plans to include the MGM Grand, Bellagio, and Aria hotels, along with a podium structure designed to house a casino if approved.

Based on what I’ve read and understand, yes, the gaming floor is already integrated into this project/complex.

This is a Google Earth image from about six months ago. You can clearly see the progress there, the structure is rising.

MGM Resorts CEO Bill Hornbuckle says that its luxury non-gaming beachfront resort in Dubai is “a platform for a casino someday”.

In statements at the JP Morgan Forum: Strategic Growth and Innovation, Hornbuckle noted that, for the time being “we’re comfortable just having a management agreement to manage something we think is a real brand extender for now, and we’ll see”.

Analysts expect the UAE to allow one casino license per emirate in the future, with MGM strongly positioned to open a casino on the property if approved.
