Casino developer and operator NagaCorp Ltd says the company will “suspend the development” of its gaming resort in Vladivostok, in the Russian Far East. Construction works are to be suspended “indefinitely until the circumstance is clearer,” stated the company in a Thursday filing.

In February this year, NagaCorp said construction of the project in Russia was progressing.
“The construction of hotel tower block structure was completed. The contractor is constructing the roof slab of the casino podium, while the construction of the ballroom has reached level 1,” noted the company in its annual report, published last month. It also said it expected to proceed this year with construction of the fac?ade, as well as mechanical, electrical, plumbing and architectural works.

Construction of a new 6000 room hotel and resort complex amounting to 1,7 billion rubles will begin in 2022. Project includes gambling zones. Agreement for the construction was finalized during the Eastern economic forum in Vladivostok in autumn of last year. This complex will allow to create 190 new job openings.

It is presumed that during 10 years of operation of the complex, governmental and municipal tax revenue will reach around 150 million rubles.

The design of the hotel and entertainment complex is currently being finalized. Alexander Kim, general director of “Asia-Invest Group” Ltd., informed that in July 2022, as soon as construction permission will be issued and all final project documentation will be prepared, construction and installation works will be started. It is planned to finish construction in 1,5 years. For the next year it is planned to start the construction of another 5-storey hotel with 60 rooms that will be commissioned in the second quarter of 2025. It is expected that this hotel and resort complex will be able to service 25% of the total number of guests of the entire entertainment cluster.

According to the Russian Far East and Arctic Development Corporation total amount of investments in accordance with concluded agreements for the gambling entertainment area "Primorye" has reached 75.3 billion rubles. 7 hotel complexes with casinos are at the start-up phase. Private investors from Hong Kong, Cambodia, Russia, the Republic of Korea and Japan are carrying out construction and design works.

Elaboration of a new master plan in the Primorye gambling zone

Summit Ascent loses second-non executive director in two weeks

Summit Ascent Holdings said that Dr. U Chio Ieong has resigned effective immediately, becoming the second non-executive director to depart in two weeks. The Hong Kong-listed company said his departure was to “devote more time to his other business engagements." Last week, Philip Wong Pak Ling announced he was standing down for the same reasons. Summit Ascent is a unit of Suncity and operates the Tigre de Cristal resort in Russia’s Primorye gaming zone.

Summit Ascent has strongly denied that Tigre de Cristal has played any part in seeking to lure in Mainland Chinese gamblers.

Construction work has begun on a new 36-hole golf resort near Russia’s Primorye gambling zone in Vladivostok, part of a comprehensive development that will also comprise schools and residential buildings for tourism workers.

According to Primorsky Territory Development Corporation JSC (KRPK), the Korean-designed Vladivostok Golf and Resort LLC is aimed at ensuring both the population and tourists have access to sports and recreation. The development will also include a 400-room hotel, a water entertainment center, an amusement park, guest houses and housing for future workers in the tourism and entertainment industry. The total build area will be over 250 hectares.

“The total investment in the construction of golf courses is about RUB 1.1 billion (US$15.1 million).” The development is located alongside the Primorye Gambling Zone, home to Shambhala and Summit Ascent’s Tigre de Cristal casino-resorts. Two more casinos being built by NagaCorp and Diamond Fortune are due to open by next year.

“In total, more than 200,000 square meters of real estate will be built [near Primorye],” said representatives of Vladivostok Golf and Resort LLC.

Officials in the Primorye gambling zone have been on a public relations blitz in recent months, highlighting how projects are now pushing ahead and stressing there is no change in the long-term plans for 12 casino complexes.

The Deputy Prime Minister of Primorsky Territory, Konstantin Shestakov, said that the development of the casino entertainment district in his part of the Russian Far East made major progress in 2020 and is on a very positive trajectory. Russian media has shown video images of infrastructure construction powering ahead, despite the frigid temperatures in Russia’s Far East over the winter months.

A project by NagaCorp, which broke ground in 2016, ground to a halt in 2020 due to difficulties in bringing in Chinese contractors during the crisis. However, that has now restarted and the Cambodian-based company said it expects to complete the premises in 2022.

In terms of future expansion, both Summit Ascent and Shambhala are in second-stage planning. Tigre de Cristal’s next stage will involve investment of about $200 million and will double the group’s VIP and mass gaming tables when it begins to come online from 2022. It will also have twice the number of rooms and will add four restaurants and bars, more retail offerings, and an indoor beach club and spa.

Zone authorities are seeking to attract non-gaming investors to fill out the remaining leisure offering. They foresee the zone incorporating a ski hill, as well as entertainment parks, golf courses and other family friendly leisure attractions.

In Russia and the government for the Far Eastern province of Primorsky Krai has reportedly announced that the first phase of the coming Shambala Casino is scheduled to open later ‘this summer’ following over two years of work.

According to a Tuesday report from G3Newswire, this venue for the Primorye Integrated Entertainment Resort zone is the brainchild of local operator Shambala CJSC and is now expected to debut its $48.8 million initial stage complete with a 55,970 sq ft casino before the end of September.
