Architectural plans reveal more details about MGM’s Osaka IR development
Japan’s first integrated resort development, MGM Osaka, will feature a 27-story tower as its centerpiece attraction plus a casino covering 23,293 square meters and featuring around about 470 gaming tables games and 6,400 electronic gaming machines, according to details contained in an architectural document.

The document, obtained by locals news outlet The Yomiuri Shimbun with information published across its Japanese and English-language channels, provides more color to details already released by the MGM-ORIX consortium that is developing the near US$10 billion IR on Osaka’s Yumeshima Island.

The 27-story, 126-meter-high main building – which also includes one basement level – will, according to the report, form an arc “reminiscent of the Bellagio” in Las Vegas and contain two hotels with a combined 1,840 rooms.

Another section covering 16.7 hectares and standing four stories or 27 meters high will feature the property’s main MICE facilities plus parking.

A third “resort hotel” featuring 660 rooms will stand 56 meters high and boast 13 above-ground floors and one basement level, the report adds. It will also include studios where visitors can try activities such as a tea ceremony.

The construction of the integrated resort (IR) MGM Osaka kicked off on Thursday, April 24th, in Osaka, at a location adjacent to the 2025 World Expo venue.
“This would be Japan’s first IR. We’d like to bring economic growth to Osaka and Japan,” Osaka Governor Hirofumi Yoshimura stated during the groundbreaking ceremony hosted by the project’s operator, Osaka IR KK, according to Kyodo News.
The total investment is projected at up to JPY1.6 trillion ($10 billion), positioning it among the world’s most expensive integrated resorts. According to planning documents, the facility will feature 2,500 hotel rooms, a shopping mall, a 3,500-seat theater, spa and fitness center, convention facilities, and diverse dining and entertainment options. Japanese law limits the gaming floor to 3 percent of the total indoor space. The project has already secured a $3.4 billion loan as part of its financing.

In a new update, Orix Corporation, MGM Resorts's local partner in the construction of Japan's first integrated resort (IR), said the property will be able to take on "established IRs in Asia, particularly in Macau and Singapore."

MGM Osaka is set to break ground in April 2025 on Yumeshima Island, Osaka Bay. With a projected investment of JPY 1.6 trillion ($10 billion) shared by MGM Resorts, Orix Corporation, and local investors, the development is scheduled to open in fall 2030.

The consortium spearheading the development of Japan's first integrated resort (IR) in Osaka has secured a loan agreement valued at $3.4 billion from a group of banks, according to local media reports.

The venture, Osaka IR Corporation, a collaboration between American gaming giant MGM Resorts International and local partner ORIX, has inked the deal with MUFG Bank Ltd and Mitsui Banking Corporation. This agreement, described as the largest co-financing arrangement in Japan's history, marks a major step forward for the project.
According to reports, two affiliated companies of Hankyu Hanshin Holdings have also opted to invest in the venture. Hankyu Hanshin is a Japanese conglomerate with interests spanning private railway companies including Hankyu Corp and Hanshin Electric Railway Co Ltd.
