That tender is indeed for an ongoing development.

Apart from one island occupied by a member of the royal family, 'The Heart of Europe' is the only commercial development on The World as of right now:

There is a current tender on offer for a project on The World Islands and was updated on May 12th. Does anyone know what this might be related to? Maybe just an old tender that's been updated incorrectly or is something going on there now? It seems unlikely to be an ongoing project?
