    Contractors have filed more than $60 million in claims over unpaid bills for work on The Palmeraie, the $2-billion Ritz-Carlton-anchored development that is scheduled to debut its first phase later this year. The development, which straddles the Paradise Valley-Scottsdale border north of downtown Scottsdale, covers 122 acres and will include a Ritz-Carlton resort, residential villas, multi-million-dollar homes, retail, dining and office space.

    Utah-based Layton Construction, the lead contractor on the project, filed three liens between December and March totaling $46.7 million for non-payment against an entity owned by Palmeraie developer Five Star Development, according to documents filed with the Maricopa County Recorder’s Office.
    Twenty-three subcontractors – which perform services like painting, roofing and HVAC work – have also filed 35 separate mechanic’s liens totaling $17.2 million. According to the liens filed by Layton, the company signed contracts worth up to $259 million in 2016 and 2019 with Five Star Resort Owner LLC to construct the hotel and villas and perform associated site work.
    Five Star Development CFO David Humphreys characterized the liens as a normal part of doing business as the developer transitions away from working with Layton to a new general contractor, PWI Construction. “The liens filed from the former contractor are a normal and expected result of that transition process and are in no way indicative of the project being at risk for non-completion,” Humphreys said. “Contractors have been paid and are being paid. If and when there is a dispute, a process would be underway to resolve it.”

    Looks like there are some legal issues going on with the developer and some of the construction companies on this project.

    Layton Construction and Sprawling Ariz. Ritz-Carlton Developer Part on Bad Terms
    Layton Construction Co. says it is owed $13 million and has ended its contract with an Arizona developer for work on the residential component of a sprawling $2-billion Ritz-Carlton resort in Paradise Valley, near Scottsdale and Phoenix.

    Dozens of subcontractors on the condominium project, begun in 2018, also have filed liens against the property in Maricopa County, and against its developer, Five Star Resort Owner LLC. Layton's lien states that another $2.3 million is owed separately to subs.
    Ritz-Carlton, which is owned by giant Marriott Corp., is a luxury hotel brand that operates at 39 separate locations encompassing 11,833 rooms, according to Marriott's annual financial report. Its properties are developed and operated by franchisees. The Villas, the name given to the residential condominium component of the Arizona development, called the Palmeraie, is nearing completion on the first phase, says Humphreys.

    PWI Construction, Inc. has announced it has joined The Ritz-Carlton, Paradise Valley at The Palmeraie as general contractor for the luxury resort’s interior build-out by the project’s owner, Five Star Development.

    As the first new Ritz-Carlton to be built in North America in over a decade and the centerpiece of the $2 billion, 122-acre luxury master-planned development of The Palmeraie, The Ritz-Carlton, Paradise Valley is positioned to become a flagship property for The Ritz-Carlton brand.
    The Ritz-Carlton Residences, Paradise Valley surrounds the resort offering two enclaves of multi-million-dollar estate homes and serviced residences including The Villas, 81 condominium-style villas priced from $1.6 million, and the estate homes, 32 single-family estate homes with prices starting at $6 million.

    PWI Residential, an independent subsidiary of PWI Construction, is serving as the general contractor for The Villas at The Ritz-Carlton, Paradise Valley Residences.
