MGM Osaka Corp, the operator behind Japan’s first approved integrated resort with a casino, has announced changes to its senior leadership as construction work on the JPY1.51 trillion ($9.66 billion) development continues to advance.

In a recent Orix Corporation filing, Nobuki Watanabe has been named MGM Osaka Corp’s representative director and chairman, beginning 1 May 2026. He succeeds Toyonori Takahashi, who has stepped down from the position and will now work as an advisor for Orix.
Japanese media outlet Sankei Shimbun reported that MGM Osaka Corp now has a five-member board.

Alongside Watanabe and Bowers, the board includes Bill Hornbuckle, chief executive and president of MGM Resorts International, Hidetake Takahashi, chief executive and director of Orix, and Shuuji Irie, senior managing executive officer at Orix.

The project remains the only integrated resort officially approved in Japan so far, placing MGM Osaka in a unique position within the country’s tightly controlled casino market. While large-scale physical resorts like MGM Osaka represent the future of land-based gaming, the digital space continues to expand in parallel, with players increasingly turning to the best mobile online casinos as convenient alternatives ahead of major brick-and-mortar developments coming online.
MGM Resorts has also outlined fresh financial commitments linked to the Japan development in its latest filing with the US Securities and Exchange Commission.

The company said it expects to allocate between $200 million and $225 million towards the Osaka project during 2026, after already investing $140 million in the first quarter of the year.

MGM stated that its financing structure effectively leaves the group “prefunded for this year”, allowing construction work to continue without immediate funding pressure.

The filing further confirmed support arrangements tied to the project. MGM said it currently provides guarantees amounting to JPY12.65 billion ($81 million) covering 50 per cent of MGM Osaka’s obligations. The company also maintains an additional uncapped funding commitment if necessary for the completion and full opening of the integrated resort.

During the earnings call, MGM (MGM) management noted that over 40% of the foundation piles have been installed or completed. In addition, the first concrete floor has been poured, and the first structural steel has been erected. Notably, MGM Resorts (MGM) expects to be the sole licensing and operator in Japan upon opening. With pilling, concrete and steel now in place, the project starting to take more recognizable space.
"The population and visitation metrics are massive, as we've discussed, Japan has over 120 million residents and hosts over 40 million international visitors annually," highlighted CEO William Hornbuckle.
The company anticipates funding for Japan this year to be approximately $200M to $225M after investing $140M in the first quarter. Much of it will be addressed with proceeds from the yen-denominated credit facility MGM (MGM) closed last October, which the company said means it is prefunded for this year.

Looking ahead, Texas Capital analyst David Bain estimates that MGM Resorts' (MGM) Japan integrated resort should be valued at $9 per share.

Shares of MGM Resorts (MGM) were up 1.1% in premarket trading after the Q1 earnings report was released postmarket on Thursday.

MGM Resorts is positioning its Osaka integrated resort as a flagship project in the global gaming industry, with executives describing it as a potential landmark comparable to Singapore’s Marina Bay Sands.

Speaking at the JP Morgan Forum: Strategic Growth and Innovation, MGM’s CFO Jonathan Halkyard said the company plans to commit approximately $450 million in equity to the project in 2026, reflecting strong confidence in Japan’s emerging casino market.

For CEO Bill Hornbuckle, the Osaka resort is strategically and personally significant. He described it as a world-class undertaking capable of generating substantial cash flow. Drawing comparisons with MGM’s Singapore operations, Hornbuckle noted that if Osaka reaches around $2 billion in annual cash flow, MGM’s share could translate to roughly $800 million, with the potential for even higher returns over time.

Architectural plans reveal more details about MGM’s Osaka IR development
Japan’s first integrated resort development, MGM Osaka, will feature a 27-story tower as its centerpiece attraction plus a casino covering 23,293 square meters and featuring around about 470 gaming tables games and 6,400 electronic gaming machines, according to details contained in an architectural document.

The document, obtained by locals news outlet The Yomiuri Shimbun with information published across its Japanese and English-language channels, provides more color to details already released by the MGM-ORIX consortium that is developing the near US$10 billion IR on Osaka’s Yumeshima Island.

The 27-story, 126-meter-high main building – which also includes one basement level – will, according to the report, form an arc “reminiscent of the Bellagio” in Las Vegas and contain two hotels with a combined 1,840 rooms.

Another section covering 16.7 hectares and standing four stories or 27 meters high will feature the property’s main MICE facilities plus parking.

A third “resort hotel” featuring 660 rooms will stand 56 meters high and boast 13 above-ground floors and one basement level, the report adds. It will also include studios where visitors can try activities such as a tea ceremony.
