...over 100 tables and 1,000 state-of-the-art slot machines on its gaming floor, measuring 81,000 square feet.

Europoes current largest casino is Casino di Campione in Como, Italy which houses...

...9 floors holding over 500 slots and 56 traditional casino table games

and

600,000 square feet of casino.

So by those standards City of Dreams will be much bigger in terms of tables and slots but smaller footprint wise. There is, however, not a huge amount in official press about table numbers etc and the information on casino sites seems to be a few years out of date with no recent updates. I think we may have to wait and see if it takes the title. It doesn't seem to be trading on that as it's unique selling point at the moment.

New press release sharing an event to be held in June 2023 so looks like they are confident of being finished this year.
Plus it included a piece of concept art I hadn't seen before which matches almost exactly what we see under construction today.

City of Dreams Mediterranean, Cyprus’ first integrated resort (IR) and the largest in Europe and the wider region, is pleased to announce that it will be bringing to Cyprus the prestigious European Dealer Championship next year. As Europe’s longest-running competition of its kind, participants from across the continent will display their skills in the ‘art of dealing’ at City of Dreams Mediterranean in June 2023.

Organised by the European Casino Association (ECA), the 15th edition of the championship will be hosted in Europe’s upcoming grandest integrated resort, overlooking the crystal-clear waters of the Mediterranean Sea. City of Dreams Mediterranean is going to open in the summer (probably July) 2022, according to TourInvest Cyprus. This is not just the first integrated resort in Cyprus, but also the biggest resort of this type in whole Europe.

In this landmark will be 5-star hotel tower, 5 restaurants and bars, gaming area, expos, ballroom, adventure park and waverider, conventions and meeting areas also.
