    Bayou Phoenix, the redevelopment company for the project, will meet soon with the New Orleans Redevelopment Authority to negotiate a lease, the company's Troy Henry tells Axios.

    NORA, a government agency, approved Bayou Phoenix's master plan last month. Henry hopes to have a lease signed within a few weeks.
    After that, site work can begin, he says.

    The New Orleans Redevelopment Authority (NORA) has formally approved the Bayou Phoenix development group’s plan for Six Flags New Orleans.
    NORA’s executive director Brenda Breaux said they are “working toward getting an executed lease”, which will give Bayou Phoenix unrestricted access to the site. The developer can then begin the site preparation.
    Project costs have been estimated at between $500m and nearly $1 billion. However, Bayou Phoenix said realistic projections will not be possible until the project is more advanced.

    Developers working on the former Six Flags park in New Orleans East last month turned over a master plan aimed at convincing public officials they were ready to sign a lease and get to work. But the head of the New Orleans Redevelopment Authority, the public body that controls the site and heads up smaller projects across the city, has panned the 700-page document, telling the Bayou Phoenix development group in a May 11 letter that a do-over is needed.

    New Orleans Mayor LaToya Cantrell on Wednesday (May 17) responded to a letter she received from Councilman Oliver Thomas, requesting an additional $10-15 million in funding to ensure the development of the Bayou Phoenix projects on the abandoned Six Flags site.
    As part of the public-private partnership, the city has already allocated $1 million to the Bayou Phoenix project, and the land is now under the ownership of the city, granting Henry access to the site for development purposes.
    “So this has now shifted to them,” Mayor Cantrell said in her routine press conference. “Show us who your partners are. Show us financial commitments that you may have. I don’t believe that the city of New Orleans has to show or put more money on the table when we have yet to see the developer themselves put resources on the table.”

    This week's Bayou Phoenix presentation, outlining new plans to revive the long-dormant former Six Flags site, was spectacular. But members of the project team who spoke to hundreds at the Franklin Avenue Baptist Church in New Orleans East chose their words carefully.
    There's the matter of securing financing and signing tenants, which developers say will happen in the next year.

    Locally owned Henry Consulting and TKTMJ, Inc. have partnered with global master developer Hillwood, A Perot Company, of Dallas, Texas, in response to the City of New Orleans’ Request for Qualifications for the redevelopment of the Jazzland / Six Flags site in New Orleans East. The team is a finalist. In a virtual meeting On April 21, 2021 for the top 3 finalists, the team presented a compilation of qualifications, and an all-inclusive, master development community plan, Bayou Phoenix. In a virtual public meeting on May 11, 2021, the committee selected Bayou Phoenix as one of two developers to participate in a final RFP.

    Bayou Phoenix promotes a strong, collaborative master development vision, including a sports complex managed by SFA, an indoor/outdoor waterpark and hotel, a logistics center, a mega travel center, and the redevelopment of the Eastover Country Club, Golf Course and Residences. If selected, the team will attempt to purchase an additional 172 acres of adjacent property to expand the master plan to include retail opportunities and an amusement park.
    Bayou Phoenix is creating a new grand entrance to New Orleans by developing its master plan of a premier sports complex, destination hotel, indoor / outdoor water park, and family entertainment center, shopping, and dining. In addition to serving the more than 75,000 residents in New Orleans East and 1.27 million in the New Orleans metropolitan area, the new development is poised to capitalize on the 19.75 million visitors to the New Orleans area, as well as additional 176,000 visitors projected to be generated by youth sports events and tourism from throughout the southeast.
