I don’t think so. There haven’t been any announcements about the Oblisco Capitale Tower yet.

Located in the Diplomatic District of Egypt’s New Administrative Capital, the UN House will cover approximately 100,000 square meters on an 80,000-square-meter plot, hosting around 2,600 UN personnel.

China and Egypt are strengthening their partnership to build massive new capital city rising in the desert. The CHINA STATE CONSTRUCTION (CSCEC) has signed an agreement to operate and maintain the central business district of Egypt’s New Administrative Capital (NAC), located 45 km east of Cairo.
The Chinese firm mentioned earlier is the lead contractor on the $3.8 billion district, which includes 10 office towers, five residential skyscrapers, four hotels, and the 385.8-meter Iconic Tower—now Africa’s tallest building. The company will also manage utilities, property services, environmental monitoring, and more.

  6. Cairo is getting its own Downtown Dubai.

It's a good move by the Egyptian government. Their 'old' capital is such a mess, just as Jakarta.
