I visited the airport site - no activity yet and no visible signs of construction.

Expo City is going to be so noisy. Already feeling sorry for the people buying property there now.
The Airport is now being expanded from the present single runway to an eventual five. The expansion is being phased over a number of years; see 'Masterplan' below.

The planned expansion of Al Maktoum International Airport has recently also given us an update on its retail space expansion plans.
The development is expected to more than double retail space to at least 100,000 square meters up from the 40,000 square meters currently used by Dubai Duty Free. The workforce is also planned to be doubled from 5,700 staff today to over 10,000 staff by 2033.
The retail growth comes as part of the wider Al Maktoum International Airport expansion plans which will see the Dubai government invest some US $ 35 Billion to expand to accommodate some 260 Million passengers in the next 10 years.

Now it will finally become a reality.
Maybe the successful opening of Abu Dhabi's new Zayed terminal has motivated Dubai to make a move after all. Today, it is more pleasant to fly/to AUH than DXB.
