In 2020 Disney removed the announcement about Reflections from their 2019 list of D23 Expo announcements with no further explanations. In 2021 Walt Disney Imagineering issued a permit to remove construction offices from Reflections:

If construction offices are being removed, that is strong evidence for the resort project being delayed indefinitely or canceled entirely, since construction would be nowhere near completion.
Seems like the resort was cancelled to make way for new multi-level Disney Vacation Club wing (info is not officially supported).
